              The material in this series comes from the General Welfare Division of the General Board of Church and Society. The series contains administrative records, newsletters and scrapbooks from the Geneal Board of Temperance, the predecessor to the General Welfare Division. There are also records pertaining to the Department of of Alcohol Problems and Drug Abuse, the Depart of Population Problems, and the Department of Law, Justice and Community Relations. Each of these departments had wide-ranging portfolios and were active in a variety of issues. Some of the issues relate to United Methodism's historic stance on drug and alcohol abuse, as well as issues surrounding population and hunger in the 1970s and the division's involvement in Kent State slayings legal defense, Wounded Knee and other societal issues of the 1960s and 1970s.

              This series holds the minutes of the various boards and divisions. Included are the minutes of the board meetings along with committee reports and also the various levels of staff minutes of the agency. The second major section deals with the administrative functions of the board and primarially deals with the various general secretaries's files.

              Administration holds a variety of committee meeting minutes. Campus ministry documents the National Division's campus ministry program. Conference contacts holds regular correspondence between the Division and their counterparts at the conference or jurisdictional level; the material is organized by conference, jurisdiction or by state. Crusade scholars holds records of applications and correspondence with successful scholars. Department of Architecture documents several building programs and building plans used by the Division. The Division's participation in the denomination-wide ethnic minority local church emphasis is documented in this series. Issues remaining after the merger of the Evangelical United Brethren Church and the Methodists are held in the EUB series. Various special programs of the Division which focus on several urban issues are documented in the Institutional Ministries, Metropolitan Urban Service Training, Office of Urban Ministries and Parish Ministries series. Legal files deal with financial issues, bequests and gifts to the Division. Reports holds various statements and reports issued by the Division, while Research and Surveys most hold research conducted for local churches or annual conferences and relate to church growth issues. Town and country ministries are documented in this series. The Division's work with schools and children's homes are documented in the Youth Serving Ministries. The Subject files contain regular correspondence and reports about the various programs of the Division.

              Edwin Roland Garrison Personal Papers

              The bulk of the three hundred and fifty-one folders in this collection are placed in the Study of the Parish System series. In the mid-1960's, the Council of Bishops asked Bishop Garrison to do a comprehensive study on how to restructure the parish ministry to meet the rapid changes in both society and United Methodism. Here we find all the records of Garrison’s study which still influences parish ministry into the early 21st century. The researcher will be surprised at the efficiency and scope Garrison brought to the task. By the early to mid-1970's Garrison wound down his research and presented his findings to the Council of Bishops. The Episcopal series documents Bishop Garrison’s work as administrative head for both the Dakotas and Indian areas. Besides illuminating his bishopric work amongst the annual conferences within the appropriate episcopal geographic boundaries, there are other records on important topics facing the larger denomination as well. A number of audio CD’s created from reel-to-reel tapes record meetings and ordination services that Garrison took part in during his episcopal tenure. The Ministry series covers his professional life prior to his episcopal election. One will find sermons, overseas trips, vital church records where he served and other kinds of materials related to local church ministries. Lastly, is the Education series which centers on higher education. Degrees, earned or honorary, are located in various folders. Correspondence makes up the rest of the series which includes notable figures in church and political circles.
